Technical Program Manager

The Massachusetts Broadband Institute (MBI) is a division of the Massachusetts Technology Collaborative (MassTech), based in Westborough, Mass. The MBI was established to foster the creation of ubiquitous broadband access throughout the Commonwealth via targeted investments in broadband infrastructure and public/private partnerships. MBI focuses on expanding broadband deployment to unserved citizens and businesses, particularly in western and central Massachusetts. The Commonwealth intends to invest in broadband infrastructure in ways that leverage new investments and services from broadband providers.

As a member of the MBI staff, the Technical Program Manager will lead the Design and Engineering effort for MBI's 'Last Mile' Network, a 2000
mile fiber-optic network, to be constructed in 44 western and central Massachusetts towns. The Technical Program Manager, in conjunction with the MBI team, municipalities, and the Network Operator(s), will deploy a Fiber-to-the-Premise (FTTP) network, along with alternative access solutions, capable of delivering Internet, telephone and video products to residents and businesses within these communities.

The Technical Program Manager will lead complex, multi-disciplinary engineering projects using project management and engineering expertise. The Technical Program Manager will establish project requirements working with the MBI staff, consultants, engineers, and other stakeholders; and usher projects through the entire project lifecycle. This includes managing project schedules, leading project teams, identifying risks, and providing clear communication with project stakeholders. The Technical Program Manager may also assist the MBI with various project activities related to the existing MassBroadband 123 'middle mile' network.

MBI Technical Program Manager will travel up to 50% across western and central Massachusetts.


Responsibilities:

Under the supervision of the Massachusetts Broadband Institute Technical Director, the MBI Technical Program Manager will perform the following:

Design and implement a FTTP solution across numerous communities in western and central Massachusetts
Manage and collaborate with cross-functional teams and stakeholders including but not limited to MassTech, the MBI, an Owners Project Manager, network operators and service providers, municipalities, other state agencies, and various utility companies to deliver the project on schedule and within budget
Deliver timely and effective internal communication, including the delivery of presentations when applicable
Define and implement fiber-alternative networking technologies and access solutions
Manage and track alternative network solutions by town
Develop a proof of concept for a 'triple play' service offering
Oversee the development of design and installation standards and guidelines, naming standards and an acceptance test plan
Develop Requests for Information (RFIs) and Requests for Quotation (RFQs), as needed
Provide management oversight for vendor selection activities through all procurement phases including selection, negotiation, contracting, tracking, and reporting
Oversee contractual performance of all sub-contractor(s) to ensure compliance to scope, schedule and work quality
Manage cost controls and ensure budget compliance
Track and usher the execution of any potential change orders
Develop process for data tracking and documentation repositories
Manage full time and temporary staff, working effectively across organizational boundaries


Qualifications:

Education
Bachelor's Degree in Telecommunication, Engineering, Business Management or Related field
Project Management certifications such as PMP or PgMP (or similar)

Experience
At least ten years of experience in managing large regional or national Telecommunications projects in excess of twenty million U.S. dollars
Ten years of experience working with an Internet service provider or enterprise-level network in engineering or design roles for carrier optical networks and IP/MPLS networks
Demonstrated expertise to develop and evaluate technical architecture and design documentation for a complex network infrastructure
Experience in deploying video content and streaming technologies (linear, video-on-demand, in-home and out of home streaming) services
Participation in industry forums regarding FTTx and Broadband Strategies
Hands on experience in deployment of Active Ethernet and/or GPON systems
Experience with relational database design, SQL queries and reporting is a plus

Knowledge, Skills and Abilities
In-depth familiarity with prevailing and emerging network technologies
In depth understanding of Layer 2 (switching) and Layer 3 (routing) architecture, design and deployment
In depth understanding of Wide Area Network (WAN) optimization strategies
In depth understanding of Local Area Network (LAN) optimization strategies, including wireless networking, virtualization and VLANs
In depth understanding of Quality of Service (QOS) design and analysis (LAN and WAN)
Understanding of IDS and Firewall design for layered perimeter ingress/egress security
Understanding of emerging Software Defined Networking (SDN) and Network Functions Virtualization (NFV) technology
Working knowledge of OSS/BSS systems and their integration into a carrier-class network
In depth understanding of inside and outside plant fiber optic network infrastructure
Familiarity with GIS (Geographic Information Systems) software (e.g. ESRI ArcMap), and shapefile functionality
Proficiency with MS-Office suite of products, Word, Access, Excel and Project; drawing and design tool packages such as Visio or AutoCAD; GIS software such as MapInfo or ArcInfo; scheduling software such as Primavera; collaboration tools such as Sharepoint and WiKi; OTDR trace analysis software; and purpose-built network documentation software
Proven ability to work on assignments that require data evaluation, recommendation development, and decision making
Possess strong influencing skills, and be comfortable driving timely decisions among multiple stakeholders
Excellent verbal and written communications, presentation and speaking skills
Ability to assess and prioritize multiple tasks, projects, and demands
Excellent organizational and interpersonal skills
A trustworthy self-starter who is self-motivated, possess excellent organizational, project tracking, and communication skills
Strong sense of focus, meticulous attention to detail and proven ability to guide others to deliver outstanding results
